Jacob Samm was a German immigrant who together with __ Westphal, of Samm & Westphal, were the owners of the Bay City Roller Flour Mill during the late 1800's in Oakland, California.
In 1876 it was noted in the Oakland City Directory that he had erected one of the more prominent buildings for that year in the construction of 'Jacob Samm's Flouring Mill, with five run of stone.'
